Decreasing the Possibility of an Avian Flu Pandemic

RATIONALE
On the CAR Stop Avian Influenza task order, Winrock is a sub to DAI. Winrock is heading up the project in Central Asia due to our regional presence, on-the-ground capabilities, country expertise, and past performance in the region.

OBJECTIVES

The first step in the country activity is a work planning trip with DAI to develop a draft workplan and budget for the anticipated CAR Stop AI activity. This workplan will be submitted to USAID prior to the team leaving the county. After the USAID review, Winrock will finalize the workplan and shepherd it through the USAID approval processes.

In-country activities for the team include:

  • Meetings and site-visits with key stakeholders (USAID, FAO etc)
  • Meeting appropriate ministry level representatives
  • Consultations with veterinary officials, fish and game agencies, sanitary inspectors
  • Visits to laboratories and testing facilities
  • Visits to production centers
  • Meetings with representatives of donor organizations/projects working in AI (USAID, WB, UNICEF, WHO)
  • Collaboration with Farmer-to-Farmer Master Trainers in Almaty
  • Briefings with local USAID offices
  •   AI teleconference being led by ADB/CAREC


ACTIVITIES

Based on Winrock's expertise, experience, and recommendations of key stakeholders throughout Central Asia, the following goals and activities are suggested for inclusion during discussions related to the "next steps" of USAID-funded avian influenza prevention and containment activities. Although a "regional approach" should be taken, the trainings and activities for each country should be tailored to their current state of readiness and capacity to improve:

  • Establish a Regional Coordination Body,
  • Create fair and effective National Compensation Policies and Funds,
  • Technical capacity improvement, and
  • Improve outbreak response capabilities and practices.
