Braulio Oliveira, Winrock’s Chief Information Officer, provides the vision and leadership for developing and implementing information technology initiatives in alignment with Winrock’s mission. He directs the planning and implementation of information and communication technology (ICT) systems for the organization’s global staff and is responsible for the overarching strategy of ICT operations, collaborating with other departments and leading Winrock’s efforts in cybersecurity and digital enablement, ensuring that Winrock’s global ICT footprint meets business information needs and utilizing his experience in strategic and operational technology leadership, large program management, IT risk management and regulatory compliance with both U.S.-based and global organizations. He also oversees facilities in the U.S., Nairobi and Manila. Before joining Winrock, Oliveira was vice president and chief information officer at FINCA International, where he was responsible for the oversight of all technology-related initiatives as well as for the development and implementation of the organization’s global IT strategy, information protection, disaster recovery and business continuity services. He also served as vice president and segment information officer for risk management at National City Bank. Oliveira has a master’s in computer science and a master’s in public administration, both from Cleveland State University. He’s fluent in English and Portuguese, and has limited working proficiency in Spanish and Japanese.
