Request for Proposals – Safe Aqua Farming for Economic and Trade Improvement (SAFETI) Project

Winrock International (Winrock) has been implementing the Safe Aqua Farming for Economics and Trade Improvement (SAFETI) project in Bangladesh since September 2016, funded by the United States Department of Agriculture (USDA) 2016 Food for Progress (FFPr) program. SAFETI is a 6-year implementation project covering the period from September 2016 to December 2022 .

The purpose of this request for proposals (RFP) is to solicit proposals from independent consultants or firms that are interested to conduct a final project evaluation. As specified in USDA’s Monitoring and Evaluation Policy the evaluation will be independent and conducted by a third party. The independence of the evaluation function from program design and management is a core principle of the donor (USDA). This independence helps to ensure both credible and objective evaluation. Winrock is committed to selecting a proposal that will meet the highest possible quality standards of evaluation and reporting.

The scope of work outlined below may be subject to change by Winrock International or the U.S. Department of Agriculture. Any changes to the terms of reference will be reflected on this website; if deemed necessary by Winrock, the deadline for submission will be extended.
