Kazakhstan Actions against Trafficking in Children (KATCH) Project 

Winrock International seeks proposals from qualified firms or individual consultants with experience conducting evaluations in multidimensional development sector project (Combating Trafficking in Persons [CTIP], migration, etc.). Qualified firms/consultants are those that have been involved in similar projects in the past, particularly within the last three (3) years.

1. Are there any limitations or restrictions regarding specific budget line items?

There are no specific limitations or restrictions on budget line items. However, all proposed costs should be reasonable and aligned with the scope of work outlined in the RFQ.

2. Will support be available for engaging with respondents, project beneficiaries, and other relevant stakeholders?

As outlined in Appendix A of the RFQ (Recommended Evaluation Team Composition), the Evaluation Team is responsible for ensuring effective communication and coordination to support the survey process. This includes obtaining necessary information, establishing contact with local partners and key informants, facilitating site visits, and gathering field-based data.

3. We would like to ask whether there is any flexibility to reconsider the budget ceiling, or alternatively, to scale and refocus the project design to ensure quality and realistic implementation within the available budget?

We fully understand your concerns regarding the scope of work relative to the proposed budget. Unfortunately, the budget ceiling of 15,000 USD is fixed and cannot be increased, as it was established in line with donor-approved allocations. However, we remain open to proposals that offer a streamlined and focused approach—one that maintains methodological rigor while aligning with the available resources. We would welcome your ideas on how best to adapt the methodology to prioritize the most critical elements of the assessment, such as a smaller but representative sample of stakeholders or leveraging virtual methods where possible. We hope this provides some clarity and encourages you to consider submitting a revised proposal that reflects this scope adjustment.
