USAID Reducing Pollution Activity Annual Program Statement: Collective Impact for Plastic Pollution and Solid Waste Management
In support of Vietnam’s efforts to address environmental pollution challenges, Winrock International is implementing the five-year USAID-funded Reducing Pollution Activity (June 2021-June 2026) to foster locally-driven initiatives and facilitate capacity for local actors/networks to address environmental pollution challenges using a collective impact approach. The underlying collective impact approach addresses complex challenges by mobilizing diverse actors to collaborate, identify ways to solve a shared problem, and take action based on their roles and comparative advantages. The Activity will demonstrate clear connections between environmental benefits and other social benefits, including public health, employment, and sustainable economic growth.
Through this Activity, Winrock and USAID expect to attain the following results:
- Strengthened networks of local organizations, government, private sector, and academic institutions working together to prevent, mitigate, and/or reduce environmental pollution; and
- Increased capacity of stakeholders to generate, share, and use pollution data to support policy/implementation solutions for locally-determined environmental pollution challenges.
To achieve the project objectives, Winrock International in close collaboration with the Vietnam Environment Administration (VEA) of the Ministry of Natural Resources and Environment (MONRE) will facilitate a portfolio of collective impact initiatives led by local organizations, with multi-stakeholder support. This process will follow a collective impact framework to build momentum toward policy development, policy implementation, and behavior changes that ultimately reduce pollution.
To support a priority collective impact initiative, Winrock is pleased to announce an Annual Program Statement (APS) for Collective Impact for Plastic Pollution & Solid Waste Management. The purpose of this APS is to solicit concept notes and applications from prospective grantees to serve as the “backbone organization(s)” to lead a vibrant network of local government, community, university, research institute, and private sector partners to address plastic pollution and solid waste management issues.
This APS will be open for one year from 22/11/2021 to 21/11/2022. Winrock expects to award one to two grants under this APS. Each individual grant amount is expected to range between US$100,000 and $125,000 per year, with an anticipated period of performance for individual grants ranging from a minimum of 36 months to a maximum of 48 months from the date of award.
This APS is open to Vietnamese non-governmental organizations. A pre-application conference will be held online on 2/12/2021 to provide specific information to all potential applicants.
