BC/TIP Country Overview

Winrock International, along with local partners DAM, Agrogoti Sangstha, BSHER, NONGOR, BITA, RDRS, Proyas, Sachetan, YPSA, Rights Jessore, OKUP, Aid Comilla, collaborate with national and local stakeholders to implement BC/TIP in Bangladesh.

Bangladesh

To support the Government of Bangladesh in the implementation of the National Plan of Action (NPA) for Prevention and Suppression of Human Trafficking 2018-2022 and recommendations highlighted by the 2020 DOS TIP Report BC/TIP collaborates with the Ministry of Home Affairs; the Ministry of Expatriates’ Welfare and Overseas Employment Department; the Ministry of Law, Justice, and Parliamentary Affairs; the Ministry of Social Welfare; the Ministry of Women and Children Affairs; the Ministry of Youth and Sports; the Office of the Refugee Relief and Repatriation Commissioner; the District Education and Manpower Office, Department of Youth Development; and the Department of Social Services; the Judicial Administration Training Institute; National Legal Aid Services Organization, the Deputy Inspector General and the Inspector General Police; CTC and the PCMC committees; divisional, district, upazila, sub-upazila government, community, and civil society organizations; with Peer and Youth Leaders, ANIRBAN, and international organizations to implement BC/TIPs activities. Key activities include:

• Organizing national consultation forums with GOB and CTIP stakeholder’s community of practice;
• Training and disseminating the Comprehensive Survivor Service Guidelines adopted by Department of Social Services;
• Establishing a cadre of trained psychological assistance counselors to provide support to survivors;
• Strengthening the organizational development of ANIRBAN and Peer Leaders;
• Promoting the comprehensive delivery of assistance to at-risk, vulnerable, survivors of TIP, CM through an effective referral mechanism and successful case management;
• Collaborating with the GoB Information Communications and Technology Ministry to promote e-learning safe migration training modules;
• Organizing judicial orientation programs and case monitoring conferences to swiftly resolve the adjudication of TIP cases and provide access to justice for survivors;
• Training TIP Special Tribunals, CTC’s, PCMC’s, Marriage Registrars, Criminal Justice stakeholders, the legal assistance community to advocate and implement TIP and CM policies, witness protection, restitution for survivors, and the development of TIP case law;
• Development of skills training, employment, and livelihood partnerships with government/private organizations , elected officials, journalists, educators, citizens and communities to support livelihoods, employment, and assistance for at-risk, vulnerable, survivors of TIP and CM;
• Expand the relationships with technical training centers on safe migration awareness and vocational-skills training;
• Highlighting collaborative learning approaches and promoting best practices and research implementing CTIP developed tools and products;
• Implementing trauma-survivor informed care and comprehensive assistance through an effective national referral mechanism promoting sustainable reintegration and livelihoods.
• Training first responders to efficiently identify, protect, and refer survivors avoiding re-victimization.
• Equipping citizens and communities to counter TIP, CM, illegal migration through targeted information campaigns.
