Stephanie Lillegard
Portfolio Director, Human Rights
Stephanie Lillegard is portfolio director of Winrock’s Human Rights group. During more than a decade with Winrock, Lillegard has played a central role in significantly expanding the organization’s counter-trafficking in persons work, positioning Winrock as a trusted CTIP implementer across multiple regions. Her contributions have enabled Winrock to establish CTIP programs in new geographies, build relationships with new funders, and strengthen long-standing partnerships. She has also provided program management and technical support across nearly all of Winrock’s CTIP projects. Lillegard previously served as Winrock’s first project director for the Jamaica–U.S. Child Protection Compact partnership, where she worked closely with government counterparts to strengthen coordination and response systems for child trafficking, including drafting Jamaica’s National Referral Mechanism. She holds a bachelor’s degree in political science and French from Greensboro College and a master’s degree in international development from the University of Pittsburgh.
