Shana Eaton

Shana Eaton, Winrock’s senior director for legal, ethics and compliance, leads the organization’s approach to governance, risk management and accountability across its global and U.S. operations. She brings more than 20 years of legal and leadership experience spanning U.S. government service, international development and private practice. Before joining Winrock, Eaton held senior USG leadership and legal advisory roles, supporting executive leadership on organizational effectiveness, risk management and crisis response, and providing legal guidance related to foreign assistance and humanitarian programming. Earlier in her career, she led legal teams on counterintelligence and national security matters in collaboration with federal partners. Across these roles, Eaton has brought a pragmatic, solutions‑oriented approach to strengthening governance, accountability and institutional integrity. She holds a J.D. from Georgetown University Law Center and a B.A. in English and political science from Indiana University.
