Shana Eaton

Shana Eaton, Winrock International’s senior director for Legal, Ethics & Compliance, brings more than 20 years of legal and leadership experience across government, international development and private practice. She served in multiple senior roles at the U.S. Agency for International Development, most recently as acting chief of staff for the Bureau for Conflict Prevention and Stabilization. In this role, she advised executive leadership on organizational effectiveness, foreign policy priorities and crisis response. As a senior attorney in USAID’s Office of the General Counsel, she provided guidance on complex legal issues involving foreign assistance, humanitarian programming and national security. Prior to joining USAID, Eaton spent over a decade at the U.S. Department of Justice in the National Security Division, where she led legal teams working with the FBI and other members of the intelligence community on counterintelligence matters. She started her legal career practicing as a litigation associate at two major law firms. Eaton holds a J.D. from Georgetown University Law Center and a B.A. in English and political science from Indiana University.
