Scope of Work
Winrock is seeking a dynamic organization to collaborate with communities to create Hazard Mitigation Plans and provide specialized technical assistance to rural leaders in how to implement these plans and respond to emergency situations.
The applicant shall propose a scope of work that achieves the following required deliverables. Copying and pasting the deliverables below into the application is not sufficient on its own. The scope of work should include a description of how the applicant will coordinate, achieve, or create these items in collaboration with each ASPIRE community and Winrock. Additional deliverables and activities may be proposed based on applicant’s previous experience and expertise.
- Develop a Hazard Mitigation Plan that includes but is not limited to natural disasters, medical emergencies, community trauma, utility or infrastructure failure, and energy/resource dependence. Please note: A plan must be completed for each individual community (4 total).
- Review existing hazard mitigation plans, emergency response plans, and other relevant documents to determine any gaps.
- Meet with community leaders and key stakeholders to discuss familiarity with existing plans, real and perceived gaps in plans, and ability/confidence to act on plans.
- Propose revisions to existing plans based on research, best practices, and discussion with local leaders.
- Host community presentations, either virtually or in-person, to provide an overview of plan contents and demonstrate how the plan and any accompanying tools should be used.
- Lead intensive, interactive hazard mitigation and emergency response implementation workshops related to hazard vulnerability assessment and business continuity. Please note: Workshops should address content related to both hazard vulnerability assessment and business continuity, either as one full-day session or two separate sessions at least 4 hours each for in-person workshops. Please note that workshops may be provided to all four (4) communities as a group/cohort but should address specific challenges present in each community and/or county. Workshops should include both didactic and participatory methods of learning. Applicants may propose to deliver some or all workshops virtually. If hosted virtually, workshops should not exceed 2 hours in length in one sitting.
- Provide tools, templates, or other practical resources related to workshop topics that leaders can reference for future events.
- Coordinate all logistics (date/time, venue, food, travel, participant registration and materials, workshop promotion, etc.).
- Conduct pre/post learning assessments of participants.
- Provide follow-up assistance to participants as requested.
