KATCH Phase II – Child TIP Consultant TOR

DURATION: Up to 20 days from May 2026 – September 2026
Winrock International is looking to engage a consultant (hereinafter referred to as the Child Trafficking Expert Consultant, or “Consultant”) with technical expertise in child protection, trafficking-in-persons, and social work.
The Child Trafficking Expert Consultant will work with the Project Director and Survivor Advocacy Group to review, update and adapt Winrock’s “Combatting Child Trafficking in Kazakhstan” training curriculum to incorporate contextual changes resulting from new trafficking trends, legislation, and recommendations from KATCH’s Phase I independent assessment. The Consultant will restructure the curriculum into unified modules for various service providers, incorporating Phase II priority content, as further described in the section titled “DETAILED DESCRIPTION OF DUTIES AND DELIVERABLES” below.
Particularly, the Child Trafficking Expert will incorporate:
- specific project guidelines and SOPs for project partners on differentiated approaches for victim identification and assistance to the diverse groups of children (internal migrants, ethnic and religious minorities, Lyuli children, and children with disabilities)
- prepare “Rapid Response Protocol for Child Trafficking” for education and health professionals, based on the existing Rapid Response Algorithm for cases of violence against children
- An “initial screening” tool for healthcare facilities to evaluate patients for TIP in a victim-centered and trauma-informed manner.
- Research and evidence-based module specifically on prevention and response to online commercial sexual exploitation and abuse (OCSEA) customized to Kazakhstan’s context, with guidance on how to best integrate such content into service provider trainings
- Kazakhstan’s new 2024 “Law on Combatting Human Trafficking” and “Children of Kazakhstan State Program 2026-2030”
