Background
As part of the implementation of the WEECAP Program, Winrock International monitors indicators related to program participants as well as the performance of participating partner enterprises through the program’s implementing partners and an external partner dedicated exclusively to planned annual data collection and ad hoc data collection upon request.
Certain activities are not implemented directly by partners and therefore require the support of an external partner to assist the MEL team in collecting routine data related to these activities. In addition, on an annual basis, the monitoring and evaluation system plans data collection across all participating enterprises, as well as among a sample of program participants.
It is for this purpose that the WEECAP Program is seeking applications from qualified firms specializing in data collection and possessing a strong database of field data collectors.
Objectives of the Assignment
4.1. Overall Objective
The objective of this assignment is to ensure the implementation of all data collection activities planned under the program, including scheduled annual collections as well as ad hoc data collections requested based on program needs. In this context, the selected firm must be able to mobilize qualified enumerators on demand and deliver data collection services in response to specific requirements defined by the program.
4.2. Specific Objectives
- Conduct the annual survey of approximately 400 youth program participants from a sample of 400 youth (annually, generally in January);
- Carry out the annual census of 256 program-supported enterprises (annually, generally in November);
- Register enterprises supported by the program (ad hoc);
- Register employees and new employees of supported enterprises (ad hoc);
- Assign and archive QR codes for enterprises and participants supported by the program (ad hoc);
- Conduct quarterly data collection on income effects for program participants (ad hoc);
- Complete physical and electronic attendance lists for trainings and other events (ad hoc);
- Comply with data collection protocols, ethical principles, and Do No Harm standards;
- Use data collection tools (paper and/or electronic forms) provided by the program;
- Participate in meetings and training sessions of the M&E community of practice;
- Upload collected data to the Winrock server.
