Winrock Chief Financial Officer Judy Weishar has more than 15 years of experience in international development finance and compliance. She was promoted to CFO after serving as Winrock’s acting institutional controller, prior to which she worked for four years as Winrock’s senior director of project excellence. Before entering the development field, Weishar taught accounting and related subjects, including accounting information systems, fraud and forensic accounting as a university professor for nearly 15 years. Weishar first joined Winrock in 2019 after working more than 12 years in compliance and capacity building in field finance, procurement, operations, grants and administration. That work included conducting on-site visits to project sites around the world to identify operational strengths and weaknesses, along with targeted follow-up with field teams to strengthen financial capacity. She has lived in Africa, Asia, Europe and the Persian Gulf region. Weishar has a Ph.D. in accounting from the University of Arkansas, and both Bachelor of Science and Master of Business Administration degrees from Northwest Missouri State University.
