Winrock International (Winrock) developed this training program in response to an enforcement assessment it conducted as part of the Attaining Lasting Change for Better Enforcement of Labor and Criminal Law to Address Child Labor, Forced Labor and Human Trafficking (ATLAS) project. The assessment was conducted in ATLAS countries to identify capacity strengthening needs of labor and criminal law enforcement to address child labor, forced labor, and human trafficking. Winrock would like to acknowledge with gratitude the lead author, Hayley Webster, who has worked with great passion and commitment to bring this training program together.
