SCOPE OF WORK
Winrock is seeking a dynamic organization to collaborate with communities to provide Economic and Housing Assessments and specialized technical assistance to rural leaders in how to act on these assessments.
The applicant shall propose a scope of work that achieves the following required deliverables. Copying and pasting the deliverables below into the application is not sufficient on its own. The scope of work should include a description of how the applicant will coordinate, achieve, or create these items in collaboration with each ASPIRE community and Winrock. Please note: Each deliverable must be completed for each individual community (4 total).
- Conduct a market potential assessment that includes retail capture and leakage for the city and retail trade area.
- Conduct a housing assessment that includes the following elements. The assessment should be based on assessment tools and report templates developed by Local Housing Solutions and the Kansas Department of Commerce.
- Past housing initiatives and status of city infrastructure/servicesHousing needs assessmentStakeholder interviews with large employers and local relators regarding housing needs
- Housing physical condition assessment
- Create a succinct written report for each assessment with references to data sources. The reports should be graphically appealing and include visuals, infographics, charts, etc., to display data and concepts.
- Host in-person community presentations of assessments.
- Provide technical assistance to community leaders to identify data-driven priorities for community and economic development based on assessment.
- Conduct trainings with community leaders on using free economic data sources.
