
Winrock International is named Delivery Partner for the Green Climate Fund
LITTLE ROCK, Ark. − As the global climate crisis intensifies, developing nations face mounting challenges in securing the financial and technical support needed to build climate-resilient futures. The Green Climate Fund − the world’s largest dedicated climate finance institution − plays a pivotal role in addressing this gap by strengthening national institutions, mobilizing investments, and accelerating high-impact climate solutions.
Winrock International, in partnership with Climate Law & Policy, has been selected as a Delivery Partner under GCF’s Readiness and Preparatory Support Programme. This designation recognizes Winrock’s deep technical expertise, global reach, and commitment to delivering inclusive, country-driven climate finance solutions.

Expanding access to climate finance through tailored readiness support
Winrock and CLP will work directly with national designated authorities and direct access entities to support country-driven initiatives to:
- Integrate climate priorities into national development plans;
- Strengthen climate governance and institutional capacity;
- Develop robust, bankable pipelines of climate projects; and
- Mobilize public and private capital for climate solutions.

Leveraging private sector partnerships and blended finance
Recognizing the critical role of private capital in scaling climate solutions, Winrock offers innovative blended finance strategies and strong networks of financial institutions, impact investors and corporates. These tools help de-risk investments and attract private sector engagement in climate adaptation and mitigation. CLP complements this work with specialized expertise in safeguards frameworks, ensuring that climate finance strategies are not only effective but also equitable and inclusive. CLP facilitates participatory engagement with Indigenous peoples, local communities, government agencies and civil society, and supports the design and enhancement of safeguard systems aligned with GCF policies.
